Painter’s Punch (Zenex) is labeled as a hand soap on the SDS (rev. Nov 18, 2016). The CARB Consumer Products Regulation lists Heavy-duty Hand Cleaner or Soap (non-aerosol) at a 1% VOC limit, and the SDS reports % VOC: 1.00000%, so it appears aligned with that limit based on the SDS values.
